Does anyone know if there was ever a comprehensive study conducted drawing comparisons of parking turnover when contolled by time limited signage vs. paid parking (i.e., single space meters, pay and display, pay by space)? I know enforcement is key either way but could the physical presence of a parking meter or pay station have a "psychological" effect (If I do, I'm not intending to sound like a Zenmaster) on the motorist's decision to move their vehicle? Any thoughts or comments would be appreciated too.
