I'm sure you really understand the problem. Not sure where the solution is. My take is that once a vehicle no longer works as standard it must be parked in the same way you park RVs, limos, busses, semis, and the like.
These trucks are NOT the same as cars, pickups and SUVs and the owners know it.
If the parking ordinances don't prohibit these vehicles the ordinances must be updated for the publics safety. If you don't take a strong position, the problem will not go away - it will only get much worse.
That's my opinion, I could be wrong.
