We have hundreds of clients using our various Parking Permit control systems and have run into this question in the past. Most Universities have adopted the SSN as their "matriculation" or registration ID number.
Therefore, the school registration number is the SSN or another assigned similar number.
One solution would be to offer to set up a SSN or alternative registration number for the single complaining permit holder.
I'm sure others will have other suggestions, but I don't think you really have a problem.
