The City of Pasadena, California is looking to establish a program to allow developers to pay an in-lieu fee rather than build a parking space for new and re-use projects. We have a booming old downtown with several centralized public garages, and lots of pedestrian activity. Our goal is to allow buildings to increase in the intensity of their land use, and to allow new buildings to be built, without impacting on this success. Many development sites are not practical to self-park, and the pedestrian feeling will be better maintained with centralized, shared parking resources. The in-lieu fee program is to fund the construction of the centralized garages,
rather than individual parking facilities.
