One solution you may want to consider is to install your meter posts at the building line rather than at the curb line, moving them further away from vehicles attempting to park. Since you cite narrow sidewalks, this could have an additional benefit in that it may provide a clearer path for pedestrians. Also, since you mention you are in a cold climate having the meter posts away from the curb will lessen the liklihood of their being struck by snow plows, or covered over by the piles of snow when the roads are plowed.
