NOTICE OF SOLICITATION FOR PROFESSIONAL SERVICES:
DOWNTOWN LOS ANGELES PARKING MANAGEMENT ANALYSES, ORDINANCE DEVELOPMENT, PROGRAM IMPLEMENTATION
RFP NO. 04-04


The Community Redevelopment Agency of the City of Los Angeles (CRA-LA) has released an Request for Proposal for a Technical Consultant Team to implement a work program to analyze strategic parking and access issues for Downtown Los Angeles, develop appropriate policies, programs and ordinances, support ordinance adoptions and to undertake initial program implementation.

The proposed work program will involve extensive interaction with public and private stakeholders in Downtown and will require a multi-disciplinary team with expertise in a number of related areas, including transportation planning and management, traffic and parking engineering, land use planning, real estate economics and analysis, urban design, environmental compliance and analyses, government contract compliance and public participation management. The work is funded, in part, through federal (Congestion Management/Air Quality) grant funds. It is anticipated that the assigned work program will take approximately 18 months to complete.

Prospective respondents are required to participate in a Pre-Proposal Conference, scheduled for October 17, 2003, starting at 10am. Teleconferencing arrangements will be posted on CRA's website as soon as they can be made.
