Clancy Systems International, Inc. Launches Park-by-Phone

DENVER--(BUSINESS WIRE)--Dec. 2, 2003--Clancy Systems International, Inc. (OTCBB:CLSI - News), announced today that it has launched a revolutionary new parking program called "Park-by-Phone" (www.ParkingHelp.com). This new program will allow drivers to pay for parking in lots and meters owned by participating agencies with a mere phone call. Their parking fees will be instantly validated and there will no longer be a need to search for correct coins, cash, cards, or other means of payment.

The program is now operational at California State University at Fresno. The company has entered into agreements with several off-street lot operators, transit authorities and municipalities in the United States and Puerto Rico.
