| Instead of charging developers to not build parking spaces, you should pay them, to cover the positive externalities (or lack of negative externalities) of not having people drive to the site. If you want to build off-site parking, you should charge a fee to its users so that people who don't drive to the area don't have to cover the large costs of those who do. |
