Here's the responses I've received.
#1. Yes, it is a good idea. Anything you can do to help insure the safety of your officers is a good idea.
#2. No, it's a bad idea. Putting officers in bullet proof vests may change the officer's idea of his or her job discription. The police in bullet proof vests can't avoid a confrontation but a parking control officer MUST practice at avoiding a confontation. We must not give an officer the idea that he or she can win a confrontation.
Fabian, I think you would be better off impowering your officers to take an approach which is gentle and avoids problems.
